One of the admins suggested my SourceForge approach of splitting Cello off as a separate project made sense to him for common-lisp.net as well. It does make sense, since one can use Cells in non-GUI apps--I did so with my RoboCup client, whose only I/O is via sockets.
So I would like to formally request a separate Cello project on common-lisp.net.
