[admin] moptilities and metatilities

Hi oh-powers-that-be...

I'd like to turn moptilities and metatilities into real live common- lisp.net projects in order to (I hope) improve my self-organization, etc.

They are both MIT style licenses. Here are their descriptions:

Moptilities:
