[admin] New project: chemboy

I'd like hosting for a new project, called chemboy. It's a collection of Lisp code for doing common calculations in chemistry, like a periodic table in sexps and calculations for formula weights and parsing chemical formulas. It has a very basic GUI, and while it's still not near finished, there are some components of it which are stable and useful, which I can put online right away. The license is LGPL. The project will be run by existing user pscott. Thanks, Peter Scott
