[admin] Application for project hosting for CPARSE

Hello. I have communicated with Tim Moore and have been given permission to make public and hack along on his CPARSE package. This is something that can take a C header file and produce FFI definitions. It is implemented for CMUCL but I want to extend it to producing UFFI definitions instead.
