would announce@common-lisp.net like a moderator?

It could probably use one. The current setup of the list is also quite screwed in almost every possible way.
Thinking about it, I think that announce@common-lisp.net should maybe not include all the *-announce lists on clnet after all, since they tend to be announced on clump anyways, but rather:
* Announcements of new projects / content on Common-lisp.net.
* Weekly (?) summary of releases in clnet. (Probably culled from *-announce@common-lisp.net.)
* Downtime notices, etc. Also post-fact in case of unexpected troubles.
To make things crystal clear, I for one would bu quite OK with Marco as a moderator / admin for the list, either in it's current format or some other.

I agree with this. It is a good idea.
