DO-PROPER-LIST (lists.lisp) uses PARSE-BODY (macros.lisp) which depends upon STARTS-WITH (sequences.lisp) --- however `sequences.lisp' depends upon `lists.lisp'.

To break this cyclic depedence, I cut the use of STARTS-WITH in PARSE-BODY, making PARSE-BODY completely standalone.
