I'm inclined to agree:
(PROG1-LET (X (FOO)) (BAR X) (QUUX X))
is easily taken to mean
(LET ((X (FOO))) (PROG1 (BAR X) (QUUX X)))
(Well, I'm not sure about abuse part, but readability seems to suffer.)
