I think a simple solution is to rename your "index.shtml" into "index.html" and remove the server-side includes inside that file.

It look like Apache not configuring correctly: server-side includes (SSI) is not enabled. Check following three lines in your httpd.conf
AddType text/html .shtml AddOutputFilter INCLUDES .shtml DirectoryIndex index.shtml
