Look like it's cd-command in top-level.lisp. It modifies *default-pathname-defaults*. Ditto asdf::chdir. For java you can do (#"setProperty" 'system "user.dir" new-directory) and to retrieve it (#"getCanonicalPath" (jss::new 'java.io.File "."))
