Hmmm. How did you get into the state where UIOP/UTILITY::LOAD-ASDF-DEBUG-UTILITY is :INTERNAL? asdf.lisp:1017 explicitly exports this symbol from what I see.
From ABCL trunk I only see it as an :EXTERNAL symbol:
