This has the potential of messing up already existing configurations (again!). The choice of ~/lisp would certainly mess up mine, and I can imagine many other scenarios. Please don't do that.

I personally used ~/cl/ but think ~/common-lisp/ would be great too, and while I think ~/lisp/ is a bit misleading I would accept it as well. I really dislike ~/asdf-systems/ since other tools (e.g. XCVB) may want to use the same path, too.
I'm ok with either ~/common-lisp/ or *both* ~/common-lisp/ *and* ~/cl/, whatever is the sense of the community.
Let's make up our minds quickly, though, and make the change.
I agree that 3.1.1 is a good time, and I would like to get the change into the manual now, too.
