[asdf-devel] subtle bugfix [for clisp on windows]

Thank you git-bisect. The attached patch fixes my problems with asdf and clisp on mswinxp32. It fixes what I believe was a typo in commit 2ca055895. Surprisingly, it works on most implementations. - Daniel
