As I mentioned, I'm still hoping to run some more uiop:run-program tests on Windows (at least for Allegro and CCL -- I don't have LWW at present and I haven't been trying to run SBCL on windows lately -- any other implementations should be priorities on Windows?).  I'll post a note to the list when I have a few hours to dive into this again myself...  if anyone else feels like looking into it first, then please don't hesitate, and let the list know.
