I am not sure what you mean with your last question.
Well, CDR4 defines that the initial mutable-proposal period is 6 weeks, but a longer period could be negotiated; from my experience with discussions in other communities, I would want to freeze the document based on the discussion beginning and then running out of changes to discuss (or out of arguments for/against some change), not by some time limit precisely agreed upon in advance.
