Discoverability of CDR implementations (pre-submission discussion)

Hello I was told that it might be better to have a separate document about interaction of CDRs and packages. I think as the problem with packages for CDR-defined symbols is about discoverability and probing, it is a good idea to also provide some functionality for probing for available but not loaded CDR implementations.
