[cdr-discuss] Added a recommendation for alternative document formats

Hi everyone, Due to some feedback on the CDR process, we added a recommendation in the CDR manual to provide documents in alternative formats, like HTML and plain text. Some people prefer to read HTML or plain text, and these formats may also be more accessible to blind and visually impaired users. This addition is made to CDR 4 (without adding a new version of the document) and to the CDR site itself.
