Couldn't you call it like this?
IOUSBDeviceInterface *foo; GetLocationID(&foo, ...);
If you can, I'd try reducing your test case to allocate a pointer using WITH-FOREIGN-OBJECT and pass that to GetLocationID instead of using a struct.
