I have read about these functions in http://common-lisp.net/project/cffi/darcs/cffi/doc/mem-vector.txt, but couldn't find them in the source (I looked in the 21-Jun-2007 tarball). Where are they defined?

IOW, that is just a proposed interface, and they are not defined as anything outside the proposal.
