[cl-debian] cl-launch 2.04

I am pleased to announce cl-launch 2.04, a "play nicer with missing directories" release. It might or not be a bug in clc::calculate-fasl-root only ensures that /var/cache/common-lisp-controller/1000/ is created but not /var/cache/common-lisp-controller/1000/clisp/ In any case the latest version of cl-launch works correctly in such settings when the latter doesn't exist yet.
