[cl-markdown-devel] Announce 0.8.3

Thanks to Hans Halvorson for noticing both that [CL-Markdown][] wasn't handling list item paragraph tags properly *and* that it was generating HTML tag in ALL UPPERCASE. Both of these items are fixed in version 0.8.3 ([changelog][]).
