Unfortunately, at the current time we are not serving ~username pages on < https://common-lisp.net/~username%3E as the gitlab instance is being fed the URIs. So, no matter what you rsync, it won’t show up under https.
Did you mean to respond to my message about user pages? This is a question about how to rsync the actual site pages that are currently deployed to cmucl.common-lisp.dev
We are working on resolving this.
