Our Trac service seems to have stabilized now that we disallow search engines to walk through the full Subversion history of all projects. (Tickets are still indexed, if the engines will do it, but queries have been disabled too.)
My proposal is to remove the WebSVN service from c-l.net: the program hasn't been maintained for ages and it provides only a subset of the functions provided by Trac.
