[cxml-devel] Patch - restart case for unbound prefix

Hi, It is helpful to be able to catch the case when a prefix is used in an XML document without a proper declaration in the document. This patch provides a more specific condition class and a restart for using a particular value for the namespace uri when a prefix is unbound. Best, Red
