Problems with quicklisp under windows

I have downloaded and installed the prebuild version of ECL 16.1.2 for windows. The installation folder has been set to C:\ecl. When I try to run (require 'ecl-quicklisp) I am getting the following errors:

(require 'ecl-quicklisp)
