On SBCL, you can compile a function with maximum debug settings by using `C-u C-c C-c'. (This does not include setting the safety setting, perhaps it should?)
Having that same optimize form in a global 'proclaim' doesn't seem to have any affect for me. But maybe I'm just doing that part completely wrong. :)
PROCLAIM does not have any compile-time effects. Try DECLAIM instead.
