A project is considered abandoned when you can't get ahold of the owner of the project. The owner of the project is the person who can add/remove others, essentially (the one who created the project).

Of course, you could claim that you tried to get ahold of the owner for a whole five minutes and he didn't reply to your email which is why I want the 30-day waiting period to make sure he's really missing and can't be gotten in touch with.
