I think you've subscribed to usocket-announce, not devel. I received the release messages too and the list is so low traffic that I do not remember ever subscribing, but I verified I have other old release mails.

Do you receive monthly password confirmations from common-lisp.net's MailMan program? If not, then you aren't subscribed.

Maybe you should have a look at the message headers to see what route the message was delivered to you through.
