This last part is considered a request, not an obligation by the community. The email address is no longer in operation and as far as we know nobody at Xerox is working on PCL anymore.

Would it make sense to create a newer version then 21a?

I think that's up to you. Google maps seems to indicate that Xeros PARC is still at that address, but maybe the CommonLoops Coordinator no longer exists. Personally, I wouldn't add any additional text. It already says "request", and adding more text to interpret someone else's license seems fuzzy to me. There haven't been a huge number of changes since then, but there have been a few important bug fixes. And 21b will be out soon. Thanks for following up on this issue, Ray
